Steps:

1. Download HltagConverter here.
2. Open Hltagconverter
3. Open your image in Hltagconverter
4. Adjust Image
5. Apply  changes and Convert to 256 colors
6. save tag -- Export to WAd
7. Replace with " tempdecal.wad " this name in czero and cstrike folder
